Anna Zinecker
Policy Advisor
Anna works on the linkages between fossil fuel subsidies and energy policy, poverty and climate change, as well as international monitoring processes for the 2030 Agenda.
Before joining IISD, Anna worked as an advisor on energy policy to the German Federal Ministry for Economic Cooperation and Development. As a renewable energy expert for GIZ, she worked three years for the Energising Development program in Rwanda. She developed a results-based financing mechanism for mini-grids and solar lighting solutions for rural households and worked with government and Rwandan companies to develop a market for private micro hydro power plants. She started her career with the International Red Cross in Geneva, where she supported a coalition of humanitarian organizations to position disaster risk reduction in the UNFCCC agenda.
Anna holds an MSc from the Institute for Development Studies and the Sussex Policy Research Unit.
